That's a pretty mild way of translating it, considering the root of the word is "Macke", and someone who has a "Macke" literally has a screw loose. In colloquial German it may well be used for a bloke, I guess.
(I believe in, and I hesitate to say it, "Kanack Sprach" it would mean a "bloke" or "guy". Now if you ask what that is, it's what the young Turks especially in Berlin call their own way of using the German language. I know it may sound racist, but it's what _they_ call it, and it has become a kind of cult phenomenon, with books written on it and even a very special TV show.)
