1) Did you try creating an additional user, to see if Safari etc work when using a different account?

2) Did you try downloading and installing the standalone OS X 10.3.9 updater?

You should try both of these steps before reinstalling. And you needn't completely erase your HD when reinstalling, either... try "Archive and Install" first.
