Andrew,
Since you are well below the system requirements (600 MHz) to play software instruments even just in Garage Band (and even then, 600 MHz is the bare minimum and won't get you much in the way of simultaneous instruments), the answer is almost certainly "no" -- even if there *is* some technical way of accessing Garage Band instruments for playback from within Finale, your computer is much too slow to take advantage of it.
Save your pesos for a new computer, instead. After that, you might think about GPO.
