What you're looking for is the expression tool. When you place a measure-assigned expression in the score, you can attach that expression to a staff list, which tells Finale where to place the expression in the score and parts.
For example, when I do chamber orchestra scores, I like to have rehearsal letters appear in the score above the flute staff and above the violin I staff, and in all extracted parts (but only the top staff of a piano part). Using the expression tool, I can set up a staff list just the way I want it, and after I place the expression in the score, Finale takes care of the rest.
