I thought this was intentional, and actually has advantages.
it's intentional, but a design flaw. there is currently no way to metatool-assign linked (non-copying) shape expressions. i have convinced finale that shape expressions should be able to be both, linked (editing one alters all) and copied (editing only affects that instance), but have no idea when it will get done.
