In the case of both a time signature change and a repeat bar (right facing) between 2 following measures, Finale automaticaly add the repeat barline after the time signature change. Do you know a way to obtain at the end of the first measure a right facing repeat bar then a time signature change?

I just went through this with a composer publishing with me. Here's what I told him:

In mm. 39-40, correct the positioning of the repeat sign and time
signature with the following steps:
1) Change m. 39 barline to invisible.
2) Insert a new measure between mm. 39 and 40.
3) Change the existing measure number region to end with m. 39.
4) Add a new measure number region extending from m. 41 to the end,
with its first measure defined as "40." If these two steps have been
done right, the new, empty measure will have no number, and the
measure following will be numbered 40, just like it originally was.
5) Add a beginning repeat sign to the empty measure (just like the one
that is now in m. 40).
6) Delete the repeat sign from m. 40.
7) Apply the Blank Notation staff style to the empty measure, so that
the default whole rests disappear.
8) Change the empty measure's barline to Invisible.
9) Change the width of the empty measure to something very small such
as 10 EVPU. After doing this, the score should now look like m. 40
begins with a repeat sign *followed by* the 2/4 time signature.
10) If you want to have proper playback, set the tempo of the empty
measure to a very fast speed, then set the tempo of m. 40 to its usual
speed. Needless to say, both these tempi should Display Onscreen Only,
or not at all.
NOTE: you can skip all 10 of these steps if m. 39 happens to end a
system--but do not distort the layout just to achieve that!
