Unfortunately, Finale can only "see" two default files in the Setup
Wizard, and they have to be named EXACTLY what they are named, they
have to be in the correct directory, and furthermore (on PC only, not
Mac) they have to be saved as template files.
However, there is nothing stopping you from having a default file
CALLED JazzFont Default, but have all your favourite Engraver fonts in
it already, especially if you are never likely to use JazzFont. That
will give you two potential defaults, anyway, without renaming and
dragging defaults into folders.
Then the Setup Wizard will work as you like.
Your ideas about using just about any file we like for defaults is an
excellent one. Write in with it! I think I remember reading somewhere
that the Setup Wizard was never intended for pro users, but to help out
newbies and casual users. They were surprised when pros started writing
in and asking for more features.
As for Finale defaulting to Maestro when there is no default file
present; there must be some hard-coded defaults somewhere. I haven't
looked into it, because I almost always want one of my defaults
instead.

Basically what I have learned to do is create my "1 Staff" default
document to my wishes, etc. Then first thing I do AFTER the document
is created is go into StaffTool and create the instruments desired,
finally deleting the top "reference staff" and maintaining my desires
required with the variables - Thus rendering the potentially good idea
of Staff Wizard at the opening of finale or in the New Documents
completely useless.
What's wrong with Staff Tool>Staff Menu>Create New Staves with Setup
Wizard? That gives you pretty much everything you need from the Setup
Wizard (except pickup measures which I don't use anyway, and an
automatic tempo marking for which you have a perfectly good plugin),
plus you get to use the defaults from the open document. The order will
be correct and everything.
As have said many of my colleagues on this forum, it is the
incoherencies in FINALE that make it difficult to understand, and thus
work-arounds are necessary to avoid certain pitfalls later down the
line. Fortunately, as I am sure you can see, there is an awful lot of
comraderie here, and if many of the ideas and help aids were
implemented, Finale could potentially have no real competitors.
