Strange that I never encountered the problem before. What finally worked was to uncheck "automatic layout update". It wasn't updating anyway, and when I unchecked it it allowed me to update the layout manually, which was all I wanted.
Reflow was not checked, but it worked anyhow. After nearly two decades of using Finale, sometimes for very complex scores, I am still learning basics...
