A couple open source projects:

http://sourceforge.net/projects/cdexos/
http://sourceforge.net/projects/audacity/

I do not know if these have "a decent interface" as YMMV. I suspect you've already tried these. However, I don't have any experience having spyware or adware installed on my system because of these programs. Neither do I have real high expectations from MP3 converters, as they generally vary depending on the parameters you set, among other things.

Hope this helps

Does anyone have recommendations on a Windows WAV to MP3 converter that has a decent interface, produces non-corrupt results with good quality (they all seemed to use the LAME compression library, but the sound of the result was not uniformly good from all of the ones I tried).

The LAME software with the LAMEBatch GUI. I've used it for quite a while
(since I purchased the Fraunhofer MP3 codec). The GUI has the full option
set for mp3s, including an ID3 editor.

(And if you by any chance have Adobe Audition, it can save in mp3 format
and includes the codec.)
