In Finale, you actually create *two* bars to accomplish this. The first bar has beats one and two of the measure, with a repeat sign at the end, and the second bar has only the third beat of the measure (pickup into the next section).
You have to fiddle with the time signatures of both bars to get this to work right. The first bar should be defined as a 2/4 bar, but set the bar to 'Use a different time signature for display', with 3/4 as the displayed time sig. The second bar is defined as a 1/4 bar, also displaying 3/4.
Then you'll also have to adjust your measure number ranges so that the 1/4 pickup bar doesn't get counted. Let's say you've got a 16-bar phrase with this repeat at the end. So your first measure number range goes from m.1 to m.16, with 1 as the first number. Then the second region starts in bar 18 -- skipping the 1/4 bar 17 -- with *17* as the first number.
