This is a problem with Finale's Engraver Slurs go-nuts bug, which appears
to persist in FinWin2005, when the slurs rise sometimes several inches
above the staff. If the measure appears on the top staff in scroll view and
on the top staff on the page in page view, there's no way to access it
without respacing the top staff. My workaround is to invert the slur, drag
it a hair, and invert it back, whereupon the go-nuts bug is squashed. But a
vertical scroll grab would be nice.

(I also noticed something I hadn't seen in previous versions of Finale.
Because I compose into Finale and do a lot of
copy/paste/drag/transpose/shift/muckaround, I might drag a measure whose
first note was tied to another place. In Speedy entry, the first note, now
not attached to anything, still shows its backwards tie.)
