No. It behaves thus on my Mac (FinMac 2K4): Scroll view; drag to R w. hand-grabber. Enlarge to 200%. Return to 100%. Staff position will have reverted to default. I confess I have never considered this to be a bug, though I agree it would be better if the choice were left to the user.

I might add too that the reverse behavior exists in the vertical plane: enlarge your view, then shrink it back (not necessarily to the original magnification), and you will find that the top of the view remains at the position it had in the largest magnification you used. I find this incredibly annoying and time-wasting.
