Hey Chuck,
If you double-click on a tuplet or chord with the selection tool, it
should switch you to the appropriate tool. For instance, if you have
"Type Into Score" in the Chord Tool selected, you should be able to
double-click on a chord, and the chord will be highlighted. If you
press Tab, it should take you to the next chord and the insertion
point should appear.
The other thing you can do is launch Finale with a copy of the prefs
I gave you, and then immediately uncheck "Save Preferences When
Quitting Finale" in the program options. (Don't open any
documents.) Then manually save prefs and quit. This should keep
your prefs from being further modified in any way, which should help
you troubleshoot the problem.

So I tried Darcy's suggestion of using the selection tool on an
existing tuplet, and that works as expected. Selecting existing
chords with that tool also does what it is supposed to, but the
Chord Tool and the Tuplet Tool have stopped working again, and I am
baffled.
I'm not going to worry about this and get all worked up about it.
I'll just keep messing with it, and if it persists, I'll call MM on
Monday to see what they have to say about it. I don't have a
"feel" for where the problem lies.
