Well, first off, on Windows, it's going to depend on which version of 
Windows. All the Win9x versions of Windows lacked full Unicode 
support in the OS (though WinME, I believe, implemented the add-in 
Unicode support layer), though Microsoft has for many years provided 
a Unicode support layer library that is compatible with all those 
versions of Windows, and could be used in the creation of 
applications (the MSLU, developed by Michael Kaplan, a friend of 
mine).

Win2K and WinXP include full Unicode support in the OS's.

So, independently of Finale, there could be different results on 
different versions of Windows.

Beyond that, I can't offer any solutions, and it may very well be 
entirely a Windows Finale problem.

It could also be something that might be addressed by the CONVERT 
TEXT TO WINDOWS command on the Data Check menu (I assume there's a 
corresponding CONVERT TEXT TO MAC on the Mac version).
