Seems to me that this is functioning (according to your description) as some kind of dominant chord to the target chord of C Major, in which case, there are a couple of ways of describing it, depending on the context.

As it is now, it seems to be a D dim./F, and that's probably the best way to describe it. If adding a B makes it sound wrong, try adding a C, in which case it would be an F min 6, which is can be used in a dominant function, leading to a C Major chord.

Just some thoughts.

Yes. What Chuck said.

If you can play a C in the chord and it still sounds right, then Fm6 is it.

If you can play a B in the chord and it still sounds right, then D dim7 (or Fdim7, to give the correct bass note. But the Fdim7 to C in root position is kinda wonky; it usually goes to C/E.)

If you can't play either of those notes, then Ddim/F is the best symbol.

What is the song, by the way? If someone here knows it, and you give the bar number, you might get an answer that bears more on reality.
