The note mover tool simply doesn't work that way. It *can't* move 
notes to a place where notes cannot be, which is between a repeat bar 
and the beginning of the measure. That restriction is hardwired into 
Finale.

Now, you might think that you could do it with Note Position Tool 
(the first icon in the Special Tools palette), but, again, there 
isn't sufficient room there for the notes, though in this case, you 
can actually drag the notes there. The other drawback of this method 
is that you can do it only staff by staff, and if you need things in 
different staves aligned vertically, there's no real way to do it 
accurately and consistently, except by eye (so far as I can see, 
there's no way to copy manual note position alterations from one 
measure to another). Also, unless you have your document's Music 
Spacing options set to INCORPORATE, you'll lose it the next time you 
respace the measure.

The only way to do it that works well is with two 1/4 measures.
