That would be correct -- it's my way of introducing "out-of-time" 
phrase breaks for playback.

Well, some of the files that the PHP class delivers correct timings 
for have those odd time signatures, too, and, in fact, the Foerster 
Octet oughtn't have any of those, because that MIDI file dates to 
before I started adding small values to my time sigs to put in space 
between phrases.

So, I really don't think that should be the issue at all.

As I said, I'll have to dig into the inner workings of the class and 
see what I can find out. The first thing will be to figure out which 
tracks it's thinking are longer than they are, and then see if I can 
figure out why.
