I recently did a MIDI transcription of a score with a bunch of odd
tuplets like this, and Finale is not particularly good at doing these
things all by itself. It sometimes helps to play with the Quantization
settings (after the whole file has been imported) and then
retranscribe just the section with the odd tuplet. However, you can
only retranscribe full measures, so sometimes using a really sensitive
Quant setting to notate the tuplet correctly will mess up the rhythms
in the rest of the bar. If you make sure all the 'note on' and 'note
off' messages have been precisely quantized in the MIDI file before
the import this will work better.

But the short answer is: good luck... this isn't one of Finale's strong points.
