Yes, well, given that a "baton" is a stick, presumably with the capability of knocking something down (if only a beat), and given the damage and havoc wrought in New Orleans, I'm not sure that the headline is that far off the mark.
As to havoc, I've always used "wrought" with that, too.

A)  The two are still related, according to friends who live in the area.
B) What (other than "politician") do you call someone who works in wrought havoc? If someone who works wrought iron is a blacksmith (and if a poor one, does he "wreak iron"?) then what (other than "my ex") would you call someone who regularly wreaks havoc?
