The easiest way is to attach it to a nearby measure item, then drag it over by hand, or use the nudge keys (arrows) to move it. If you attach it to a rest, it will play back more or less as you expect it to.

If there are wall-to-wall notes on both sides of the barline and playback is REALLY important to you, I suggest this:

Create an empty measure. Put a real whole rest in, and hide it using O in speedy entry. Attach the fermata to it. In Measure Attributes for that measure, make the width zero. If you need less time, make it a measure of 1/4, but set the measure attributes to hide the time sig.

You could also create it as a measure expression, set it to auto-position over the barline, and set it to playback, too, but that would be more work.
