15 years ago I had to put together a music program for grades 3-7 for a private school with a budget of $1,500.00. That included instruments and music. I used Orff for grades 3.4 and 5. Never studied him.
The instruments I bought were mallet instruments (full range spectrum) -- all pentatonic but each instrument holding only 1 octave. The music I used I thought really cool. One stands out. On a page were one bar exercises (maybe 8 measures to a staff and 4 staff lines. The first staff had an initial bar of just repeating fifths and then progressed into parallel motion with octaves,fifths,fourths. The whole page progressed that way till the final staff which was fairly complicated. Really it was all about coordination. What was neat is that you could layer them with the different range instruments playing different staffs -- I had them all bouncing all over the page (by the end) and the result was very Steve Reich-like. They all zoned in and played with concerted effort, oddly meditative. Partch-like also.

The short answer is that it is a method of music education that uses special instruments for children, and these must be the instruments. I don't know anything beyond this about the method, so if anyone has questions, you'll have to direct them elsewhere.
