I'm not a Sibelius expert, but here's at least one way to do it:
* input the first quarter note
* do Create > Tuplet, and type 4:3 into the box at the top of the
dialog box
* input the other 3 notes of the tuplet.
Works fine for me in Sibelius 3.
Thanks, William! It was not at all obvious to me what that box at the
top of the dialog box actually does (it's not labeled). Once you
know, the solution is actually pretty straightforward. (Although Sib
should really handle this rhythm correctly by default.)
I will let the Sib user at BMI know how to correct this.
