I have no experience with the "pdf995" software that others are recommending. This is the way I do it.

1) download, and install Ghostscript 8.5.3 (this is shareware which can be obtained from a number of sites, including Sourceforge)

2) download, and install Ghostview 4.7, (also shareware, produced by Ghostgum Pty, in Australia)

3) install a printer driver, set to "print to file"; printer drivers are generally free downloads; I've downloaded postscript printer drivers both for commercial grade Xerox printers, and HP 5100.

Now, when I need to produce a ~.pdf file of a Finale score, I print the file to the postscript printer driver. Then I launch ghostview, and open the resulting file, and export it to a ~.pdf file.
