Try this:
Staff Tool selected>Staff Menu>Define Staff Styles
Under Definable Styles, select "One Bar Repeat".
Beside Alternate Notation (which is checked) you have "Select". Click
it.
Select "Show Items Attached to Notes in Other Layers" , but DON'T click
"Show Notes In Other Layers." Notice that "Show Items Attached to
Notes", which would help you here, is grayed out. It isn't grayed out
for Slash Notation nor in Rhythmic Notation. For Slash Notation, it
should be already set by default, so you won't need this kludge.
Now you should be able to attach chords to rests in Layer 2, and when
you apply that staff style, the chords will show but not the Layer 2
rests. You won't be able to copy chords easily from a measure with
Layer 1 to a measure with Layer 2, so I advise copying the measure
first, then changing the layer using Mass Edit>Move Layers.
BTW, you didn't ask, but it is probably a bad idea to change a chord
symbol over a one-bar repeat. Technically, the one-bar repeat means to
repeat EVERYTHING, including the previous chord. If the previous chord
is the same, and is just being repeated for clarity, say over a page
break, then you shouldn't be using a one-bar repeat at all, but should
re-notate the measure in full (easy enough to do with Finale's copy and
paste.) Finale probably makes what you are trying to do such a kludge
exactly because it is non-standard and easily-confused.
