One solution that I thought of for this, but dismissed because I thought it would only be used once is this:
Create a graphic of a keysig with reduced sharps or flats (using the default font set to a smaller point size), and superimpose it where the key change would normally be, covering the one that is there with normal-sized sharps.
This becomes much more practical with a large score, since you only need to create two or three of them (treble, bass, and alto if it is a C score), and make them auto-placing so that you can enter them quickly with a metatool. But be careful, in my version of Finale the graphic as a measure expression is messed up, making the graphic show up way too high and too far right, requiring a bunch of kludging to make it position properly.
I only noticed this bug in FinMac2005b, though it might be there earlier and later as well.
