Not entirely sure what you mean by 'Windows User' folder, but Tobias has a shareware backup program at http://www.superflexible.com/
I've also used SyncBack http://2brightsparks.com/ There's a freeware version of this at http://2brightsparks.com/freeware/freeware-hub.html , with somewhat fewer advanced features and a poorer interface than its big sibling.
I think for a simple backup like this you could also just add a job to the Windows Scheduler that runs xcopy with the appropriate arguments.
