You must never use a "drawing" program, some programs will not work
without a mouse.
I have no idea how to use Finale without a mouse, let alone a drawing
program.
The point is that *Windows*, and Windows-certificated software, can be
used with a keyboard alone. Third-party software which does not follow
MS's specifications (probably a deliberate decision in the case of
Finale, and also others such as Photoshop) do not count.
It's a major selling-point in markets where accessibility has to be
guaranteed, such as in the public sector.
Here's the 'Designed for Windows XP' accessibility requirements:
Accessibility Guidelines List
• Support standard system size, color, font, and input settings
• Ensure compatibility with the High Contrast option
• Enable programmatic access to all user interface elements and text
• Provide keyboard access to all features
• Expose the location of the keyboard focus
• Provide user-selectable equivalents for non-text elements
• Do not rely exclusively on sound to convey information
• Avoid flashing elements
• Create accessible documentation about accessibility features
