Ahh, I've got it solved.
The "GarritanJazzinstrument.txt" file was on the original disk, not
the Dec. JABB Update. It didn't get installed into the "Finale AU"
folder because I did a custom install instead of the easy install.

P.S. In case anyone is wondering, we're talking about the Mac version

similar to "gpofullinstrument.txt", but works for the Jazz Bigband
