Yes, in France or Italy do, re, mi, fa, sol, la, si are simply the names of the notes. The adepts of french "solfège", (fixed do) use this system to train perfect pitch: you get so used to the feel and sound of a certain syllable sung always at the same pitch that it helps your long-term pitch memory.

I would think that, once you know the letter names, there is no point in "fixed do".

See above. The French never use the aglo-saxon letter names, so they only teach one system.
