I see you got no answer to this, so here's mine. I can think of several
different ways to do this, but the following seems the easiest:
- add an extra staff with no music (or see below)
- with the ossia tool, create as many ossias as you need with only the
clef you need showing, using as source the first bar of your new empty
staff, and place them to the left of each of your staves, giving them
the width you need
- hide the new staff
If you happen to have a blank measure in one of your regular staves, you
can use that as source for the ossia and don't have to create a new staff.

Yes, there's going to be many ways to do this....my suggestion is:
The first bar is locked as 'one bar per system' with Mass Mover. In
this bar, create your original clefs, make barlines invisible (both left
and right), hide music, etc. Enter the second system (i.e. the first
system of actual music), and lock the number of bars in this system.
Optimise these systems, without removing staves. In Page Layout,
deselect 'avoid margin collision', then resize & reposition the two
systems to be alongside one another.
