Well, there's the Renaissance tradition (3/2, 3/1, each meaning three notes in the new proportion in the time of 2 or one of the same note in the old time, and so technically backwards. That may have extended into the 19th century; I really don't know. Nowadays I would personally opt to use <oldvalue> = <newvalue> simply because it is more logical, but I don't know what the "rule" is.
