This is a bug and has been around for several versions. The method
listed below works for me, but the message bar will often reappear
when quitting and re-starting Finale, even with "Save Preferences on
Quitting" selected in the Program Options menu.
As far as I can see, the only use for the message bar for experienced
users is that it shows the settings of the above and below staff
baselines, if you need to make adjustments to those.
