That may well be true if they qualify for antique plates, or it may vary by state. We have a required state inspection in Virginia that includes emissions testing. But it was my understanding that that's why VW shut down their last production line in Mexico--or was it Brazil?

I don't know about that -- I do know that it was to avoid the emissions standards for new cars that they ceased operations in the US and stopped selling the original (well, revised up to that date) beetles in the US, and it wasn't until much later that they figured they could gain some market share for nostalgia by reintroducing the vastly more expensive new beetles which do meet emissions standards.
