Maybe. But since the exact details of how to do it depend upon knowing more about your score, more information would be useful. Does the part of the music you need to shift lie in only one layer? Only one staff? All staves? One general process here is to turn on "check for extra notes", and insert a note (pitch is not significant, but duration is: in your case you want a half note) in the line(s) you want to shift. In the dialog box, when you get the warning that there are too many notes in the measure, choose the item that moves extra notes to the next measure as far as needed.

I sometimes find another way to be more expedient: add a measure (in your case, containing two beats) just ahead of where you want to insert the half note. On all lines except those you want to shift, and select the parts of the score that get shifted using the mass-mover tool, and drag these toward the start of the piece, into new measure. Delete the extra measure at the end. In your case (though this is not always necessary), using the time signature tool, change the time signature of the new measure to the standard signature of the work, make sure "rebar music" is checked, and click OK in the dialog box. It sometimes happens in using this technique that longer notes (e.g., whole notes) get partially shifted across a bar line, and converted into two tied halves, which need to be manually cleaned up.
