Staff Tool. Select the measure. Then go to Staff Menu/Apply Staff
Style and select the desired style from the popup menu.

We are assuming that you want the new staff style ONLY on the first
measure. If you want it on ALL the measures, select them all, of
course.
If you think you might need to assign this staff style several times,
it might be worth it to assign it a metatool (one-click shortcut).
With the Staff Tool selected, hold the shift key, then press the key
that will invoke the style (say, F, or 1 or something). The dialogue
box will open, select the staff style you want to invoke. Hit OK. Now
the next time you want to invoke that staff style, select the measures
and hit F (or whatever key you assigned). Easy, eh?
