There is a type of establishment I know of as an "output shop"; this is like a copy shop, but with more sophisticated equipment, which is capable of printing on larger sized paper. If the proprietor of the copy shop cannot provide you the name, check with a local print shop they can probably do so, if they cannot, ask who they purchase their paper from, and you should be able to find out there. Also, ask the copy shop what the largest size paper they can handle. It may be that they can only handle 11 x 17, but if their equipment is capable of larger sizes, I'd almost guarantee that their supplier can provide larger sizes of paper (though not necessarily in every color available in 11 x 17) and can cut it to a specified size. 22 x 34 inch paper is not difficult to get, and for a small fee, you can get a ream cut into two reams of 9-3/4 x 25, or 19-1/2 s 12-1/2.

You won't get it done, though, for what you can get an 11 x 17 copy at the local copyshop.
