Yes, there is a reason: Those settings in the measure attributes work on every staff for that particular measure. The clef setting works on every staff seperately, and it needs to, too. So this is actually the only way to do it. Also, the clef tool allows to define the size of the clef individually, which is neither possible nor necessary for time and key sigs.

However, as we already found out, this doesn't solve the problem of having all three shown, as though it was the beginning of the system, as it may be needed for excercises etc.
