Michael Good would be the best person to answer this -- I think that the full plug-in that you buy is more robust (i.e. translates more details) and does some other things that the plug-in which is included with Finale free does.

As far as Sibelius goes, to export to MusicXML you need to purchase the plug-in, as far as I recall.

So as far as Finale goes, you don't really need to buy the plug-in to transfer files to and from Sibelius, but as far as Sibelius goes, you can import from Finale via MusicXML but you can't export from Sibelius without the plug-in.
