Chances are that your instrument list is off the screen. Try increasing your screen resolution to maximum and seeing if the list doesn't show up near the edge somewhere. If you have 2 monitors, try arranging them so that you get to see more of the virtual screen up, down, right and left.
If after experimenting with these tricks, you still don't see the list, you may have to erase your preferences file (whatever that is called in Windows) to start afresh.
