The Oesterreichische Nationalbibliothek (Austrian National Library) in
Vienna has a five manuscript per day limit, but it all depends on who
is at the counter at the moment...

I used to think the reason there are so many unpublished baroque
pieces was due to a lack of interest by the buying public, or
publishers felt it wasn't commercially viable to make such editions;
but now I think the real reason is due to the tight control over
manuscripts and publishing rights.
