Yes it does. But what you have to do is view the score, open the plugin, then switch to the part and run it.
Because there are issues with plugins which do certain things to parts (like add staves) and because MM ran out of time to completely address these issues, in Finale 2007 you cannot access any plugins while viewing parts. For those plugins with modeless windows, however (like JW Space Systems), you can open the plugin while viewing the score and then leave it open while you switch to a part.
This is a bit of a hassle. Hopefully MM will find a better solution in a maintenance release.
