Matthew, since the drummer is taking the place of a conductor, and since a conductor's gesture would be called simply a "cutoff," I'd suggest that term is what you're looking for.

Well, even when there IS a conductor, the drummer may do something like that anyway, so I question your name there.

I still think "button" is the best description. Other buttons might be played just on the toms, or just on the snare, and involve ruffs or drags, so it is basically the same gesture.

Though if I were asking a drummer for that specifically without it being written in the part, I might sing it to him, and it might sound very much like "ba-da-boom." Onomatopoeic names for effects are not such a bad idea, like most snare rudiments are named. I often ask for effects by singing them, and it works great, and nobody is offended.
