I think this has been around since the 2006 version. It is an
annoying limitation that, for some reason, I simply accepted and
worked around. It would be good to have this changed so that it
would work on a target area that included measures within the
selected region.

I believe this is a known bug, I just want to confirm it's been
reported and acknowledged:
In Fin2007, opt-shift-click and opt-click copying no longer works
when the target measure is within the selected region.
Man, that's a pain.
