And yet another... This is what I would do, actually, because it
seems like the fewest clicks:
Put the handclaps into layer 3 or 4
Instrument List --> Mute that layer for that staff
You can assign it to an instrument of its own (MIDI woodblocks?) if
the mood grabs you.
