You can't have it both ways -- Caps Lok ON allows you to keep inputting notes at the previously entered pitch (handy for repeated notes on the same pitch) OR you can turn Caps Lock OFF and use the numeric keypress without a midi-note to enter a rest.
With CapsLok ON, perhaps simply hitting shift-number will allow a rest? (this is a pure guess.)
