Set up your quartertones with the key signature tool to make it easy with 
Speedy. 
(I only use Speedy Entry, so don't know how accidentals are entered otherwise.)

In speedy, I set up:
+  1/4 sharp
++  sharp
+++  3/4 sharp
-  1/4 flat
--  flat
---  3/4 flat.

The symbols I use are slightly different from Finale's. If your symbols haven't 
been specified by the composer, you're welcome to my modified Maestro:
Sharp with attached down arrow, 1/4 sharp
Sharp with attached up arrow, 3/4 sharp
Flat with attached up arrow, 1/4 flat
Flat with attached down arrow, 3/4 flat

Playback is a mess, so I've given up asking Finale to do that.
