I find that it is much more efficient to

1) "quantize" the endings of notes in a separate pass from quantizing the note beginnings (up to the nearest quarter or eighth note or whatever), or

2) choose a function that moves the endings of notes to the nearest note beginning.

You probably have only a few note endings to drag after doing these operations.
