Indeed it is! I must have missed it. It's a highly unusual one, because normally an eggcorn substitutes a common word for a rarer one, and this eggcorn does the reverse.

The implied nautical idea doesn't work because to weigh an anchor means to take up its weight by lifting it off the bottom. And though an anchor can be weighed thus, a ship cannot, except perhaps in drydock. "Under weigh" makes no sense.
