A shareware program called Transcribe! does this amazingly well. In
fact, the time shift leaves fewer artifacts than do professional
programs like ProTools. The program was designed to let you slow
down solos to be able more easily to transcribe them. But the pitch/
time shift parts are, for me, much more useful.
