Erica and Aaron have given you good answers, but I'm afraid there's nothing you can do to overcome ignorance and laziness on the part of those who you send your music to for them to print and collate.

Erica's suggestion of adding a note in the package is a good one, Aaron's suggestion of being sure the page numbers are printed in the proper location is another, but if someone isn't going to bother to notice if they've just taped pages together and made a bad page turn, chances are they're not going to realize that the page numbers go to the outside of the booklet, or to remember that odd pages go on the right and even pages on the left or be bothered to read a note imploring them to be careful of pagination when taping the printout into booklets.

Some people just never mastered that cut-and-tape section of kindergarten. ;-)

This is one aspect of on-line publication which I can't see any way of solving. But then I've seen some horrible page turns in printed music from reputable publishers (some of these publications looked like they were done by first-time Finale users who had never learned about percentage reduction so it all looked like big-note editions and took up 5 pages when 3 would have done in the hands of an experienced engraver), so it's nothing new. At least the tape can be cut apart and the parts can be retaped by anyone who really cares about their page turns.
